Standing water conditions have been reported by Village personnel during minor rainfall

events.

Existing Conditions:

GIS data indicates existing swales along the north and south sides of the roadway with two sets of catch basins. Upon review of the site, swales as depicted within the GIS database were not apparent and may have been reduced in volume over time through the deposition of materials carried by runoff. Outfalls shown include a connection to the ditch system along Kirk Road at the east end and an outfall which discharges south to the LWDD L-11 canal located closer to Gulfstream Road. LiDAR data indicates that road centerline grades along 7th Avenue North are slightly lower, in general, than property along the road.

A surface water management permit (Permit No. 50-02189-S, Application No. 900220-19) has been issued by the South Florida Water Management District for this area, but related documents were not located within the online permit database. The identified permit holder is the Palm Beach County Board of County Commissioners.

Recommended Improvements:

Clean and video the existing system components to determine the condition of pipes and structures and restore the design flow capacity. Positive drainage in existing swales appears to be limited by grading, grass, driveways, and other obstructions. Reconstruct the roadside swales to slope towards the existing catch basins. Additional catch basins can be installed to extend the system to additional low points in the roadway without replacing the existing outfalls. For the purposes of this study, we have provided a schematic design and cost estimate for cleaning the existing catch basins and culverts, restoration of the swales, and installation of additional catch basins at roadway low points.

Regulatory Approvals:

The proposed system will outfall to the LWDD L-11 canal and Kirk Road drainage systems through previously installed components. Additional regulatory approval by LWDD and/or FDOT may be required for installation of new components including catch basins and culverts.

Project Cost:

The estimated cost of the proposed improvements is $340,000. A detailed Opinion of Probable Construction Cost and Schematic Design drawing are attached.
